2. Per poter presentare un progetto alle autorità competenti (Provincia e Regione), il soggetto privato (Asja Ambiente) dovrà dimostrare la fattibilità e la sostenibilità dell'impianto con una misurazione dell'intensità del vento prevista dalla legge della durata di un anno. Solo alla fine di marzo 2011 i dati saranno completi e, se favorevoli, potrà essere presentato un progetto dove sarà indicata la tipologia di pala eolica adatta (quindi l'altezza, a potenza e tutto quello che serve).
   
3. Se poi il progetto verrà approvato dagli organi competenti che ne valuteranno, per legge, l'impatto ambientale secondo regole di assoluta garanzia e di estrema rigidità, allora il Comune sarà pronto ad assecondarlo con la concessione delle servitù necessarie e quant'altro occorra. Il problema è che nel "quant'altro occorra" probabilmente rientra anche una modifica al Piano Regolatore per prevedere la costruzione della strada di collegamento all'unica pala prevista e della piattaforma sulla quale detta pala dovrà essere installata. Purtroppo il Presidente del WWF Liguria ha già fatto notare che modifiche al Piano Regolatore non sono ammesse dove si siano verificati incendi negli ultimi 15 anni come nella zona in questione. E questo perché l'Amministrazione è fortemente orientata allo sviluppo e alla promozione alternative energy. Da quello che ho capito i motivi che sconsigliano/vietano la costruzione del parco eolico sulle alture di Bogliasco (per opportunità e per rispetto delle leggi vigenti) sono quelli indicati di seguito (in corsivo le considerazioni del Presidente del WWF Liguria):

1) Il rispetto della fauna esistente
L’area in questione è utilizzata per la nidificazione da specie di uccelli ormai divenuti rarissimi e assolutamente localizzati sul territorio provinciale (Ortolano, Bigia grossa): Furthermore, the unusual diversity of birdlife, driven by strong environmental contrasts, it is validly indicated by the presence, in a territorial unit of modest proportions after all, typical of areas of grassland birds such as Skylark closely with forest species (Great Spotted Woodpecker ).

A tal riguardo il Presidente del WWF Liguria fa però notare che:
Si osserva che la pala identificata come “Turbina 1” indicata nel territorio del Comune di Bogliasco, dista circa a 400 metri di distanza dal S.I.C. denominato “Monte Fasce” codice IT 1331718.  


4) Il rispetto dei vincoli idrogeologici e paesaggistici esistenti
Inoltre l’area, interessata dal previsto impianto eolico, è sottoposta:
- a vincolo idrogeologico ai sensi della Legge 3267/23;
- a vincolo paesistico-ambientale ai sensi ex legge 1497/39  


5) Il rispetto della normativa che tutela i luoghi oggetto di incendio
Non si può cambiare il Piano Regolatore per le zone attraversate dal fuoco negli ultimi 15 anni: 
La legge Nazionale 353/2000, consente di edificare in aree percorse dal fuoco ove gli strumenti urbanistici consentivano le edificazioni prima del passaggio del fuoco; però non permette in maniera assoluta una variazione dello strumento urbanistico vigente al momento dell’incendio per i 15 anni thereafter. Il WWF presenta le osservazioni al Comune di Bogliasco in merito alla proposta di realizzazione di un impianto eolico nei Comuni di Bogliasco e nel limitrofo Comune di Sori.

Si invia una sintesi delle osservazioni presentate dal WWF Liguria alla Delibera di consiglio Comunale di Bogliasco n.50 del 16-11-2010, inerente l'approvazione della convenzione regolante la realizzazione,gestione e manutenzione di una centrale di produzione di energia eolica da establish in the Municipality of Bogliasco.

you plan to highlight some critical elements that lead to expressing a negative opinion about the location of a wind power plant to be set up in the Municipality of Bogliasco and in the neighboring town of Sori.

L'area in questione è utilizzata per la nidificazione da specie di uccelli ormai divenuti rarissimi e assolutamente localizzati sul territorio provinciale (Ortolano, Bigia grossa): inoltre l'inusuale diversità avifaunistica, determinata dai forti contrasti ambientali, è validamente indicata dalla compresenza, in un'unità territoriale di proporzioni tutto sommato modeste, di uccelli tipici di ambienti prativi quali l'Allodola a stretto contatto con specie forestali (Picchio rosso maggiore).

Non meno degna di nota è la componente floristica in virtù della presenza di moltissime specie di orchidee spontanee che fa di questa zona uno dei santuari di maggior pregio del Levante genovese.

Quadro di riferimento programmatico

L'area è soggetta a vincolo paesistico generico e specifico, e a vincolo idrogeologico.

Si trovano manufatti emergenti puntuali indicati come ME , PS e IE dal PTCP Assetto insediativo.

nel caso di deroga si rileverebbe una non corretta applicazione art. 52 of the Rules of Implementation of the Landscape Territorial Coordination Plan approved by resolution of the Regional Council of Liguria No 6 of 26 February 1990. and Articles. 142, 146 and 159 of Legislative Decree no. January 22, 2004, No 42.

La legge Nazionale 353/2000, consente di edificare in aree percorse dal fuoco ove gli strumenti urbanistici consentivano le edificazioni prima del passaggio del fuoco; però non permette in maniera assoluta una variazione dello strumento urbanistico vigente al momento dell'incendio per i 15 anni successivi. Si evince la presenza di aree percorse da incendi.

Per quanto osservato si chiede il rispetto delle normative quali il DLgs 42/04, la Legge n. 353/00, art. 10, nonché della L.R.04/99.

La Regione Liguria con delibera n.966 del 05/09/02 (Criteri per elaborazione relazione verifica/screening per impianti eolici) definisce quali sono le aree non idonee alla realizzazione di impianti eolici in quanto caratterizzate da forte naturalità, integrità ed elevata sensibilità paesistica. Si fa presente che nel sito interessato oltre alle criticità precedentemente rilevate e indicate, vi sono: aree ricadenti nel bacino visivo di emergenze storico-architettoniche. Alla luce di ciò il sito non è idoneo in quanto non risponde ai criteri dettati dal D.G.R. n. 966/02 finalizzati alla gestione sostenibile dello sfruttamento della energia eolica.

- Inoltre l'area, interessata dal previsto impianto eolico, è sottoposta:

a vincolo idrogeologico ai sensi della Legge 3267/23;

a vincolo paesistico-ambientale ai sensi ex lege 1497/39 ;

Passaggio a un sistema di tariffa incentivata per tutte le fonti rinnovabili e un nuovo meccanismo più semplice per l'autorizzazione dei piccoli impianti. Sono queste le novità principali contenute nella bozza del decreto per l'attuazione della normativa europea 20-20-20 che sarà discussa oggi in consiglio dei ministri. Il provvedimento, con il quale il governo fissa meccanismi e criteri per raggiungere l'obiettivo del 17% del mix energetico complessivo da fonti rinnovabili entro il 2020, smantella il vecchio sistema dei certificati verdi, eliminati a partire dal 2015 . In sostanza si sta discutendo della sopravvivenza o meno della piscina comunale e la Rari Nantes è coinvolta solamente perché la gestisce in base a una Convenzione che QUESTA Amministrazione Comunale sta, forse, disattendendo (su ciò chiarirà la Magistratura).

 Nello stesso equivoco è inciampato anche il redattore dell'articolo perché i tagli non riguardano il bilancio della Rari Nantes se non per il fatto che il Comune non intende restituire i soldi che la società ha anticipato.

E' anche improprio paragonare la Pro Recco alla Rari Nantes Bogliasco.

La Pro Recco è una società di tipo professionistico che può permettersi stranieri fortissimi da impiegare solo nelle partite di Eurolega ma ha un settore giovanile non all'altezza e non dispone né di una squadra femminile (con il relativo settore giovanile), né tantomeno di una sezione di nuoto sincronizzato.

E così, mentre a livello nazionale infuria la polemica tra favorevoli e contrari allo sfruttamento dell'energia prodotta dal vento, il sindaco bogliaschino Luca Pastorino (Pd) è riuscito in pochi minuti a far approvare la delibera che di fatto spiana la strada alla società torinese Asja Ambiente Italia per la realizzazione di una «fattoria eolica»  …".

 Non posso esprimermi riguardo alle associazioni per la tutela dell'ambiente ma, per quanto riguarda i cittadini di Bogliasco, credo che sarebbero intervenuti al Consiglio Comunale se fossero stati meglio informati e la stessa cosa sarebbe successa se avessero saputo che si parlava anche della piscina comunale e della Rari Nantes.
 
Mentre capisco (anche se non condivido) l'atteggiamento dell'Amministrazione guidata da Pastorino che è sempre alquanto omertosa riguardo alle iniziative che intraprende (anche perché sa che spesso non sono condivise dalla cittadinanza) e si limita all'affissione dell'ordine del giorno che nessuno legge, sarebbe stato positivo se la minoranza avesse pubblicizzato maggiormente gli importanti argomenti in discussione.

 Io, nel mio piccolo, quando ne sono venuto a conoscenza e perciò tardivamente, ho scritto un post elencando i principali punti dell'Ordine del Giorno.

 Rimane il fatto che è assolutamente inspiegabile il motivo per cui Pier-Luca Pastorino si imbarchi in avventure di questo genere.

 Va bene che disse che avrebbe lasciato "un segno" ma, se è possibile, questi "enormi ventoloni" sono ancora peggio del tunnel che intendeva costruire sopra a via Cavour.

 Partendo dal presupposto che sono assolutamente convinto che lui ami Bogliasco, chi lo consiglia o lo costringe ad accettare questi obbrobri?

Stiamo parlando di un'iniziativa devastante per il paesaggio e anche discutibile content.

Ma ci sono vantaggi economici che i Comuni, specie quelli piccoli non si lasciano scappare: 10.000 euro l'anno (che tra 30 anni saranno un'inezia) per manifestazioni locali; il 3% del ricavato della produzione e il 3% dei "certificati verdi", vera molla e affare che spinge a collocare le pale; certificati voluti dall'allora ministro Bersani, che le società petrolifere ed elettriche  devono comprare obbligatoriamente per avere licenza di  vendere energie tradizionali.
Si pensa che le pale eoliche sul monte Cornua, lontano dai centri storici di Sori e Bogliasco, non costituiscano impatto; la Provincia lo avrebbe verificato anche dal mare. Ma a differenza delle altre energie alternative, le pale sono un metodo sicuro per rovinare l'ambiente. Le associazioni tipo WWF e Italia Nostra tacciono. I Comuni cercano di far cassa come possono per supplire ai tagli dei finanziamenti e l'occasione dell'energia eolica è ghiotta. A pagare rischia di essere ancora l'ambiente.
