Da quello che ho capito i motivi che sconsigliano/vietano la costruzione del parco eolico sulle alture di Bogliasco (per opportunità e per rispetto delle leggi vigenti) sono quelli indicati di seguito (in corsivo le considerazioni del Presidente del WWF Liguria):
1) Il rispetto della fauna esistente
L’area in questione è utilizzata per la nidificazione da specie di uccelli ormai divenuti rarissimi e assolutamente localizzati sul territorio provinciale (Ortolano, Bigia grossa): Furthermore, the unusual diversity of birdlife, driven by strong environmental contrasts, it is validly indicated by the presence, in a territorial unit of modest proportions after all, typical of areas of grassland birds such as Skylark closely with forest species (Great Spotted Woodpecker ).
2) Respect for the existing flora
GIF in question is characterized by grasslands with large and abundant flowers of different species of orchids, considered habitats of Community interest priority. There are a priority species under the Directive 92/43 EEC, a number of endemic species protected by regulations or international conventions and rare species proposed by the Liguria Region for inclusion in Annex II of the Directive (Ophrys aureliae). .... .... No less remarkable is the floristic component because of the presence of many species of wild orchids that makes this area one of the most prestigious shrines of the East Genoa.
3) Compliance with Regional Resolution No 3 of 3/2/2009 with the subject: UPDATE OF THE OBJECTIVES OF THE REGIONAL ENVIRONMENTAL PLAN ENERGY LIGURE - Peral - Wind Energy
This resolution ( that can be read by clicking here ) with respect to the City of Bogliasco states:
typical landscape in view of the critical identified, intervention should be submitted, prior to activation of the screening test to pre-feasibility landscape, aimed at defining the design solution in terms of localization, the size of the entire park and individual wind turbines may be feasible - guarantee minimum distance from the SIC Monte Bands (1 km) , nightjar Caprimulgus europaeus protection zone to the north and stepping stones species of open environments (target species: Caprimulgus europaeus; Lanius collurio)
A tal riguardo il Presidente del WWF Liguria fa però notare che:
Si osserva che la pala identificata come “Turbina 1” indicata nel territorio del Comune di Bogliasco, dista circa a 400 metri di distanza dal S.I.C. denominato “Monte Fasce” codice IT 1331718.
4) Il rispetto dei vincoli idrogeologici e paesaggistici esistenti
Inoltre l’area, interessata dal previsto impianto eolico, è sottoposta:
- a vincolo idrogeologico ai sensi della Legge 3267/23;
- a vincolo paesistico-ambientale ai sensi ex legge 1497/39
5) Il rispetto della normativa che tutela i luoghi oggetto di incendio
Non si può cambiare il Piano Regolatore per le zone attraversate dal fuoco negli ultimi 15 anni:
La legge Nazionale 353/2000, consente di edificare in aree percorse dal fuoco ove gli strumenti urbanistici consentivano le edificazioni prima del passaggio del fuoco; però non permette in maniera assoluta una variazione dello strumento urbanistico vigente al momento dell’incendio per i 15 anni thereafter. It is clear the presence of burned areas.
Given all this, I reiterate my expertise in the very small but I would humbly ask that if the council members have realized that hot potato have in our hands.
The most farcical of all history is that we have arrived without sharing (or at least explain) the project in any way with the people, behaving exactly as did the former mayor Canepa in the scheduled construction of some boxes in local schools.
