'Gone are the green certificates

Rendo noto due notizie e, successivamente, desidero fare alcune considerazioni.

La prima notizia è che, dal 2015, non esisterà più l'attuale sistema incentivante per la costruzione di parchi eolici basato sui famigerati "certificati verdi" (vedi inchiesta messa in onda su RAI 3 dalla trasmissione Report del 28/11/2010 ).

Quello che segue è l'articolo pubblicato su "Milano Finanza" del 30 novembre 2010 ma se si desidera avere ulteriori informazioni è sufficiente digitare "2015 certificati verdi" su Google.

Passaggio a un sistema di tariffa incentivata per tutte le fonti rinnovabili e un nuovo meccanismo più semplice per l'autorizzazione dei piccoli impianti. Sono queste le novità principali contenute nella bozza del decreto per l'attuazione della normativa europea 20-20-20 che sarà discussa oggi in consiglio dei ministri. Il provvedimento, con il quale il governo fissa meccanismi e criteri per raggiungere l'obiettivo del 17% del mix energetico complessivo da fonti rinnovabili entro il 2020, smantella il vecchio sistema dei certificati verdi, eliminati a partire dal 2015 . È previsto però una sorta di periodo transitorio: tra il 2011 e il 2015 gli impianti che producono green certificates will be entitled to withdraw dell'invenduto by the GSE, but at a price 30% lower than that set in 2007 . First of all, it seems odd that the payment to our City of the ridiculous figure of € 10,000 a year is tied to the fact that the Company is entitled to their "green certificates" because it makes me doubt if this wheel are run to produce electricity or "green certificates".

Consequent to this doubt I'll get another, more fundamental:
what do I need to build these structures as tall as a 40-story building on our heights (not to mention the necessary infrastructure such as roads, power lines and structures)?
